This page is provided to those seeking CRD allocations from the State of Louisiana.  Businesses that constructCommerical Revitalization Form - Current Verison #080802 or rehabilitate commercial property in Renewal Communities (RCs) can deduct a portion of the costs of acquisition and rehabilitation over a shorter period of time than permitted under standard depreciation rules.  A business can elect a deduction of one-half of "qualifying revitalization expenditures" (QRE) up to $10 million for any one project in the year the building is placed in service or can deduct all QRE pro-rata over 10 years.  The project must receive an allocation from the State (up to $12 million allocated for each RC in the State from 2002 through 2009).  The following information may change periodically.  Each section of the CRD application is explained below, if you follow these instructions you should not have any difficulties with the application.   At the right of this paragraph is an image of the form.  If you haven't already done so please download the form for reference and submission.   Be sure to address your application to the appropriate Coordinating Responsible Authority.  The contacts and address are at the bottom of the page as well as the included instruction sheet.

Please be advised that all applications must have a letter of good standing from the Louisiana Dept of Labor and Louisiana Dept of Revenue. The  Department of Labor and Department of Revenue will both issue a "Letter of Good Standing" regarding the applicants. The request to the Dept of Labor must be made on company letterhead, contain the company's seven digit Louisiana Unemployment Insurance Tax Number and must be signed by a company officer. The request should be processed by facsimile to the Louisiana Department of Labor at 225-219-4482, attention Mike Delafosse, UI Tax Chief. If the company has not yet applied for their Louisiana Unemployment Insurance Number, they should include their Federal Tax ID numbers. The "Letter of Good Standing" will be forwarded to the company by facsimile and should be sent to the CoRA as soon as it is received. As for the Dept. of Revenue, the request should likewise be on company letterhead, should reference the company's La. Revenue Account Number and should be signed by a company officer. That request should be sent to Special Collections, La. Dept. of Revenue, P.O. Box 66658, Baton Rouge, LA 70896. The letter of good standing will be forwarded to the company which should, in turn, send it in to the CoRA. Also, the local governing official(s) should be made aware of the request(s) for allocation and given the opportunity to comment on the same.  Please submit your one-page application with fee to the appropriate CoRA by October 31st, 2002.  Letters of good standing should be forwarded to the appropriate CoRA ASAP. Don't hold your application awaiting these letters of Good Standing, send them now.

$150 fee for allocation requests of up to $499,999

$300 fee for allocation requests of $500,000 and over.
